The City Development Plan 2007 puts forward a vision for the evelopment of the city for the period 2007 to 2013 and beyond.
The 2007 Plan replaces the older Development Plan dealing with the period 2002 - 2007.
The City Development Plan is the product of an extensive process of consultation with the public and the various stakeholders in the city.
The Plan was adopted by the members of Waterford City Council on 8th July 2007.

MAKING THE 2007 – 2013 DEVELOPMENT PLAN – THE PROCESS
The process had three distinct stages :
- Stage 1 : Pre-Draft
- Stage 2 : Preparation of the Draft Plan
- Stage 3 : Making of the Development Plan (2007 Plan made on 11/6/2007 and effective on 8th July, 2007)
Within each stage there are 4 common requirements :
- Public notification
- Public consultation
- Manager's Report
- Preparation of the Plan
Pre-Draft
The first stage consultation period commenced on 13th January 2006 and ran for 8 weeks to 10th March 2006. Advertisements were placed in the local newspapers, on the local radio and on the City Council's website inviting written submissions from the public and interested parties. Notice was given to the bodies prescribed in the Planning Act and Regulations, and service providers and over 300 other organisations including residents associations were invited to make submissions.
Four public consultation meetings were held in February 2006 at various locations in the city. Over 170 written submissions were received. The City Manager’s Report on the issues raised in the submissions was submitted to Council on 4th May, 2006.
Preparation of Draft Development Plan
Following consideration of the Manager’s Report, the Draft Plan was prepared over the following months. The Draft Plan was adopted by Council on 27th November, 2006 and was placed on public display on 11th December, 2006. The Draft Plan was accompanied by an Environmental Report prepared in accordance with the Planning & Development (Strategic Environmental Assessment) Regulations 2004.
To encourage participation in the consultation process the Council held three open evenings during January, 2007. Submissions and observations on the Draft Plan were accepted up to 19th February, 2007.
201 submission/observations were received and the City Manager’s Report on the submissions was submitted to Council on 2nd April, 2007.
Making of the Development Plan
Following consideration of the Draft Development Plan and the Manager’s Report, the members of the Council resolved to accept the Draft Plan subject to certain amendments. As the proposed amendments would, if made, be material alterations of the Draft Plan, the Council invited submissions/observations from the public in relation to the proposed amendments. The closing date for submissions was Tuesday 5th June, 2007.
On 8th June, 2007, the City Manager reported to Council on the submissions/observations (below) received with respect to the proposed amendments. At a Council Meeting held on Monday 11th June, 2007 ,the Council, having considered the amendments and the Manager’s Report, resolved to accept the recommendations of the Manager in relation to the proposed amendments and further resolved to make the Waterford City Development Plan 2007 .
The new Development Plan had effect 4 weeks from the day it was made i.e. 8th July, 2007.
