Anti-Social Behaviour


Anti-social behaviour is defined in legislation as:

“ Any behaviour which causes, or is likely to cause, any significant or persistent danger, loss or fear to a person living, working or otherwise lawfully in or in the vicinity of a house provided by a housing authority, or a housing estate in which the house is situated. This includes violence, threats, intimidation, coercion, harassment or serious obstruction of any person ... ”

OR


“ The manufacture, production, preparation, importation, exportation, sale, supply, possession for the purposes of sale or supply or distribution of a controlled drug ... "

 

How do I make a complaint ?
It is always a good idea to keep your own personal diary of anti-social incidents, especially when the behaviour is persistent. In the first instance consider calling the Gardaí. This is particularly important with regard to criminal behaviour. If the Gardaí attend, get the name of the Garda, an incident number or a pulse number. Then call the Anti-social Behaviour Unit on 051-849781.

 

What happens next ?
The unit records, monitors and investigates all allegations of anti-social behaviour. At the end of the investigation you will be informed of the result. The result could be a verbal warning or a written warning. In cases where the complaints are proven, are of a high priority and are persistent and where all other steps taken by the Council have not resolved the issue, we will serve "Notice to Quit" and will pursue the matter up to and including eviction.

 

The complaints procedure is confidential and every effort will be made to protect the identity of the complainants unless the complainant specifically states otherwise.

 

Waterford City Council is committed to ensuring that all of its tenants enjoy living in a peaceful manner and without undue interference or difficulties resulting from anti-social behaviour. We recognise that anti-social behaviour can create major problems in a community and that it can seriously impact on the quality of life of residents.

 

There is an obligation on all tenants to ensure that neither they nor any member of their household engage in anti-social behaviour of any kind. We are committed to the prevention and elimination of anti-social behaviour in our estates.
